Chapter 200 is adopted by the Massachusetts legislature.

The law authorizes the state to create a program to build new public housing for returning veterans. Unlike existing federal slum-clearance public housing policy, the new law does not call for the elimination of a corresponding number of units of substandard housing, making it possible to increase the supply of affordable housing and build new units in more desirable areas.
